1. Buying Gwent cards from vendors
To complete your Gwent collection, you must purchase every card on sale in the Northern Realms. This is the easiest way to collect cards and CD Projekt RED has helpfully patched out an issue with the innkeeper in White Orchard after many players found themselves unable to obtain the Gwent cards there. Check out the merchants by the bridge in White Orchard if you miss the innkeeper.
When shopping for Gwent cards, make sure you exit the vendor's storefront and then pop back in; sometimes you can purchase duplicate cards this way. Having multiple Decoy and Commander's Horn cards can make your life a lot easier when you go after rare cards.
Here's a list of all the vendors you need to visit to purchase every card. If you trot round all of these as soon as you have access to each major area, you'll have gathered a pretty varied deck with little to no effort - just a bit of galloping past high-level threats.

2. Crafting Cards
You can also get new cards by crafting them using Scrap, which is obtained by milling or destroying other cards. This is really useful if you start to acquire multiples of various low-level cards, as you won’t need all of those extra duplicates in your deck. So, once you reach Level 3 in Gwent, you can head to the Collection and start milling any spare cards you have into Scrap.
3. Complete Gwent Sidequests
This is the most important of the ways to complete the Collect Em All quest since there are a few select cards that may only be acquired through sidedquests. The Gwent: Velen Players sidequest will lead you to a number of opponents you will need to beat in the following order:

Once you get to Novigrad, start the Gwent: Big City Players quest by beating Vimme Vivaldi outside of his bank in Hierarch Square. After that, Geralt will be sent to play:
Marquise Serenity at the Passiflora
Sigismund Dijkstra at his bathhouse
The commando Scoia'Tel Trader, south of the Logger's Hut. This match win awards Geralt the Cirilla Gwent card.
